NOTICE OF PUBLIC HEARING FOR
GARDEN STATE PARKWAY INTERCHANGE 109 PROJECT
TOWNSHIP OF MIDDLETOWN, COUNTY OF MONMOUTH


NOTICE IS HEREBY GIVEN that the New Jersey Turnpike Authority (Authority) will hold a Public Hearing in compliance with Executive Order No. 172 for the purpose of taking public comment on the proposed Garden State Parkway (GSP) Interchange 109 (“Project”), located in the Township of Middletown, Monmouth County.

The Project includes the separation of the Newman Springs Road (County Route 520) eastbound to GSP northbound entrance ramp movement from the GSP northbound exit ramp traffic by constructing a new entrance loop ramp and bridge over Newman Springs Road east of the existing GSP bridges; the signalization of the new Newman Springs Road intersection with Schulz Drive West which will include the relocation of the GSP northbound exit left turn to Newman Springs Road westbound to this new intersection; the reconfiguration of the Newman Springs Road intersection with Half Mile Road to accommodate the Newman Springs Road eastbound left turn to Half Mile Road movement; the conversion of the Half Mile Road southbound left lane at Newman Springs Road from a shared right/left to a left turn only lane; and minor widening of Schulz Drive West between Newman Springs Road and the GSP northbound entrance ramp from Schulz Drive West to provide for a southbound right turn onto Newman Springs Road westbound. The Project is intended to improve the safety and operations of Interchange 109 by reducing vehicular traffic queues that currently extend onto the GSP northbound local (outer) roadway from the GSP northbound exit ramp and improving the flow of traffic destined to/from the GSP by eliminating the merge/weave condition between jughandle traffic from eastbound Newman Springs Road and GSP northbound exiting traffic.

The Public Hearing will be held on Wednesday, January 24, 2018, from 4:00 p.m. to 8:00 p.m. at the Middletown Township Public Library, 55 New Monmouth Road, Middletown, New Jersey, 07748. Representatives of the Authority and its consultants will be available to discuss the Project informally between 4:00 and 6:30 p.m. The official Public Hearing will begin at 6:30 p.m. with a brief presentation by the Authority followed by the opportunity for members of the public to make verbal or written comments on the Project for the record.

Written comments may also be submitted to the Authority prior to the hearing and until Thursday,
February 8, 2018, which is the official closing date of the comment period. All comments received, oral or written, will be responded to in a written Public Hearing Record. Written comments should be addressed to:
