POSITION OBJECTIVE:   Under the general direction of the Senior Supervising Engineer or Supervising Engineer, fulfilling management responsibilities for the protection of Authority interests in new construction and alteration work to ensure completion of contracts in accordance with the Authority’s policies and procedures and in conformance with the contract documents.

 

RESPONSIBILITIES:

 

  1. Review and coordinate contract plans, and specifications and other documents related to construction for the Authority. Review and approve pay estimates, change orders and prepare appropriate reports justifying change order work.    May prepare contract documents for more routine types of construction. 
  2. Direct and manage the efforts of consulting engineers with construction supervision.
  3. Act as Resident Engineer in the field, when required, on small to intermediate size construction projects.
  4. Carry out other related and special assignments as directed by supervisor, preparing reports with recommendations.
  5. Provide liaison activities between Turnpike Departments, consultants, contractors and outside agencies as required to progress construction projects and address issues in the field.
  6. Prepare requests for Expressions of Interest, technical and fee proposals, review proposals and recommend selection of consulting engineers, which comply with Authority requirements.

RESPONSIBILITY FOR RELATIONSHIPS:  The Project Supervisor establishes and maintains a cooperative working relationship with others in the Engineering Department, throughout the Authority’s organization, and with consulting engineers, contractors, and outside agencies.  Displays a flexible and adaptable attitude.  Represents the Authority in a professional manner in interactions with others.  Demonstrates initiative, contributing positively to the Construction Division’s overall performance.

 

MINIMUM QUALIFICATIONS

  1. Bachelor of Science Degree in Civil Engineering or Bachelor of Architecture.
  2. Registered as Professional Engineer in New Jersey preferred.
  3. Two (2) years experience as a construction Resident Engineer, or similar experience managing construction projects, including analysis, negotiation and preparation of change orders and review of construction methods and procedures; or ten years experience as a construction Resident Engineer, or similar experience managing construction projects, including analysis, negotiation and preparation of change orders and review of construction methods and procedures.
  4. Highway, Structures and/or Building design related experience is desirable in association with either of the above related experience options.
  5. Knowledge of Microsoft Office and general scheduling programs.
  6. Excellent verbal and written communications skills.
  7. Must possess a valid New Jersey Driver’s License.
